MSI Package does not create an Apache2 service

On Windows NT 4.0 SP6a failed the automated creation of an Apache2 service. I 
used the installation mode for running the apache service for all users. I have 
made a complete log in repait mode. There I could see that the service should 
generated after a reboot. If you need more Information or my log file please 
let me know. I can work now, because I installed the service manually. Many
