[PR] [fix][test]Fix flaky test testTopicUnloadAfterSessionRebuild [pulsar]

   Fixes #23389
   
   ### Motivation
   
   - `pulsar1.getBrokerService().getTopic(topicName, false)`  may return a `completed empty future`, but the verify `assertTrue(future == null || future.isCompletedExceptionally())` does not match
   
   ### Modifications
   
   - Increase timeout to wait for the broker to start
   - correct the logic of the verification above
   - add more logs
