   I tried Chao's suggestion to move the initialization of TxnHandler to be eager.  It is true that going forward more users of Hive metastore are using it's transactional functionalities.
   
   Just fixed the tests, @sunchao @pvary @deniskuzZ if you want to take a look at this approach.  
   
   Or let me know if we want to go back to the lazy init approach.
