Apache HAWQ TravisCI build error

I'm taking a look at the Apache HAWQ build error reported on TravisCI (
https://travis-ci.org/apache/incubator-hawq).

I noticed there is a "mvn" error.

I am going to spend some time to determine what has introduced this and
hopefully be able to take corrective action.
