[Bug 123185] New: Improving functionality of Sidebar

When we want to open horisontal panel on Sidebar, we can get situation that we
can not see desired panel, because it is to much "down". To see him, we must
use scroll bar to lift up whole bar of panels. To reduce this step and improve
functionality, it will be great if code somehow can recognise that panel will
be unvisible, and put him visible, automaticaly.
For beter understanding, here is some pictures.
Benefits: intuitive solution, much faster working with Sidebar, less stress.

Yes, but only for situation when user want to see some panel clicking with
mouse to "-" to expand desired vertical panel on Sidebar.
When we selecting some obejct (e.g. rectangle), automaticaly will open
appropriate panels on Sidebar. That operation can remain as it is now.
But if we want to expand some different panel on Sidebar, it would be helpful
to add some correction in code, in the way as I mentioned in post No #1.

I personally don't use the sidebar but current behavior of expand and scroll
isn't good GUI design.

Collapsed panel should be visible immediately when expanded.
