I've been reading up on [PIP-420 third-party schema registry](https://github.com/apache/pulsar/blob/c70f2637611addf9e487bade7cf85a1625624030/pip/pip-420.md) and it isn't clear to me if [Pulsar Broker schema enforcement](https://pulsar.apache.org/docs/4.1.x/admin-api-schemas/#manage-schema-validation-enforcement) works even when using an external Schema Registry (e.g. Apicurio, Confluent Schema Registry)
