[FREEZE-ANNOUNCEMENT] Release 2.0.3

Hello Devs,

7 days from now the code freeze for 2.0.3 will begin. After the freeze 
starts, I will create a tag to set it to use Cocoon from the 2_1_x 
branch at rev 805799, which hasn't changed in the past 3 months. If 
there are any objections to the Cocoon version, please let me know.
