As a next step, I will create a draft resolution for graduation of Flume
from Incubator and call it to vote on IPMC. The Flume PPMC has decided the
following for this proposal:

* That all existing committers will be added to the initial PMC of Flume
Project, thereby addressing the lack of diversity concern; and
* That Arvind Prabhakar will be the Chair of the TLP
