with HIVE-19237 the following happens:

* running explainanlayze_2 locally produces different operator ids in the plan than on the ptest server
* I've narrowed this down to making a single change to "hive.fetch.task.conversion" in a different test

I feel that the isolation is somewhere broken...hiveconf changes may not inflict changes in different tests
