**Is your feature request related to a problem? Please describe.**
In current Waged implementation, TopStateAntiAffinityConstraint is in charge of spreading out top state replicas. However, the spreading out is based on replica count, and not weight, which isn't good enough.
**Describe the solution you'd like**
Add a constraint where top state replicas are spread out based on weights.
