Brian, you state a critical mass is needed.   Question i would have, what is
the Apache policy on an outside project like eclipse XSL Tools in pickup up
and using the source code for the XSLT 2.0 implementation as a basis for a
derived version of XSLT 2.0?

There is definitely a need and interest in the open source world to have a
XSLT 2.0 processor that is under terms and IP that is clean and friendly to
corporate adopters as well as open source programs.   Saxon is close, but as
Apache and Eclipse Foundation have demmed has some possible pedigree issues
that makes it unusable in their terms for Apache or Eclipse Foundation
projects.

I'm a committer on the XSL Tools project at eclipse and would really like a
way that I can support XSLT 2.0 debugging out of the box, with out a user
having to install a third party component.   Plus it would give us another
processor in which we can test our framework.

Is there any official plan to ever revive the XSLT 2.0 code as an official
project, if not what is the status and apache's stance on that code, since
it was never officially released?
