Isn't there a problem of security if this functionnality is not fine grained ?
Maybe, an idea could be to allow a specific role for :
- a defined period
- a specific functionnality or a set of functionnalities of user B to user A

But the question is : 
Who can assign the delegation to user A to act as user B ?
does  there a hierarchical structure to manage this ?
