camel-spring has dependency on camel-management-impl which it should not.
And we should try to get camel-core-xml not rely on camel-managemet-impl, but have some factory API for creating the management, when you have camel-management-impl on the classpath or not. Then we can rely on just camel-management-api, and people can then via the camel-core-tiny more easily have JMX or not.
