We have contributors, who have not been the project (Hadoop) committer yet, to join the design discussion and provide design doc / patches / test results. However, JIRA does not allow contributors other than the assignee of the JIRA to upload attachments, making design discussion difficult sometimes (i.e., https://issues.apache.org/jira/browse/HADOOP-13345). 

Given the fact that PMC / committers can delete attachments, we should allow any contributor to upload attachments.
