Thanks to an esteemed member of the list who set me on the right path with a private message, I realized that the 'Properties' icon in the right bar actually is a bit of a chameleon, but when you create a new slide, it magically switches to Layouts!

My confusion was that I was looking for Layouts in the right pane, but not picking up Properties.
