   ### Describe the Bug
   
   When rocketmq has started, call command `rocksDBConfigToJson` will failed:
   ```java

   1. Start Rocketmq and enable RocksDB storage
   2. Execute `mqadmin rocksDBConfigToJson -p xxx -t topics` 
   
   ### What Did You Expect to See?
   
   output topic json table
   
   ### What Did You See Instead?
   
   RocksDB load error
