3.1.0-pre4 candidate

I was hoping to get this out this evening, but it appears we need to vote
on this candidate tarball going by our current procedure. ;)

My vote: +1

I'm going to be out this evening, so I won't be able to send the
announcement until tomorrow, unless someone else wants to do it --
hint hint!

What needs to be done:

- get 3 +1's on that tarball
- edit http://wiki.apache.org/spamassassin/RescoreDetails and:
  - s/pre3/pre4/
  - change the deadline date, I'm +1 on anything after or including Jul 19
- post the link to that page to users@ and dev@

There are two annoying things in this release, but it's all t/ stuff so
I'm ok with releasing.

1) is the meta.t bug with the non-zero scores

2) metadata.t has debug (-D) turned on

We should fix ASAP and make sure we note the annoyances in the release
announcement otherwise we'll get lots of questions/emails about it.

I just downloaded the 3.1pre4 tarball and tried it under Cygwin updated to
everything current. After dealing with rebaseall problems with the updated
perl everything tested ok except for the new t/meta.t bug that Justin has
already fixed in bug #4480.

I still haven't tried installing Cygwin with the option to default text
files to DOS style newlines to see if I get similar problems to yours.

[I am NOT a cygwin developer so this is NOT a vote, merely 
an informational report for the actual developers should it 
be useful....]

Previously, I reported 'make test' problems under CygWin; what
may have been minor problems with strip*.t -- 'make test'
3.1.0-pre4 fails to even complete the tests now (in addition
to failing at least one test):
