wdl2java needs a timeout option

There is a need for a user-settable timeout because the default value of 45sec 
is not sufficient for even moderate size files. I have Win2K running on a 
Pentium III and it takes about 5 minutes to process a wsdl file with 120 
complex types. Currently one can set the timeout in the Emitter but this is not 
exposed as an option in wsdl2java.
