Choose when to drop ship an item

I am looking to see if it is possible when creating an order to choose to
drop ship an item from a supplier even though it may actually be in stock in
the warehouse.

 

I can't see anything that would allow that choice, it only seems to be an
option when the item is out of stock

if all your suppliers, for that product, have Dropship=Y then inventory 
is not used.
to allow the customer to select a supplier to dropship is a customization.
