Encoding problem in AbstractTextSerializer [was BUG:8555]

Hi,
according to
<http://nagoya.apache.org/bugzilla/show_bug.cgi?id=8555>
there's a problem with upper/lower cases in the
encoding Configuration String in the class 
AbstractTextSerializer.

A quick solution would be to make all encoding Strings
upper cases.

Something like that:
encoding.getValue().toUpperCase()

I know that's trivial, but what do you think?
