[VOTE] Neethi 3.1.0

There was a patch to Neethi that had been sitting there for 3 years.   Might as well get a release that incorporates it.    However, it’s a slight behavior change (which DID cause a single test failure in CXF) so I bump the version up to 3.1 from 3.0.3.   Because it’s slightly more than a patch, I also increased the minimum JDK version to Java7.
