   This is only critical for repos that are doing Java builds. It allows use of JDK9 for builds otherwise earlier versions should be OK. I think devtools is the only other one that would benefit

+1. At least would get rid of one warning [1].

Not sure if the switch would have an impact on downstream projects
which consume core repo as gradle project. Note most of them have been
migrated to use core artifacts via Maven dependency so should not be
impacted with switch to newer Gradle version
