[I] Bug UI when listing dags [airflow]

### What happened?
In airflow webserver UI, when i click into Running/Failed and then click All button, dags is not listing correctly. It only listing all dags with status running or failed (**https://a.b/home?status=all&lastrun=failed**) If i want to see all dag, i must be change the param in url to **https://a.b/home?lastrun=all** manualy

I do not understand why this behavior is problematic. "All" is clearly part of the button group with "Active and Paused" meaning that "All" is for both "Active and Paused". Dag state "Running" and "Failed" on the other hand belong to another button groups.
If you want to go back to "All" and no status filter you can click again on the "Failed" filter to disable it but those two button groups are unrelated and I don't think we should link them. Maybe your confusion is from the "All" word, but it's more like "both paused and unpaused dags".
I think this is the expected behavior.

- When click **Failed** to listing all failed DAGs:
