[scxml] Packages and branching

Re-org'ed a bit of the Commons SCXML repository over the weekend based
on some discussion on this list. The result is here:

Any comments about further improvements to the source code layout or
better class names etc. are welcome. I plan to create a branch for
experimenting in the io package using betwixt.

Tim- We'll probably rename the classes in the io package to
Reader/Writer based on your suggestions once we get something going
with betwixt.
