When I start a new spreadsheet it gives me 3 sheets.  That is fine I can add
more sheet if necessary.  What my problem is when I change the words in the
header or the footer on one sheet it also changes the wording on all the other
sheets in the document.  

How do I make it so the sheets have different header of footer wording
depending on what I require for that sheet.  I used to have no trouble with
this and I could change the words in the header or footer of one sheet and it
would not affect the other sheets.

This is not a typical behaviour of OpenOffice. This behaviour is woring as
designed. When you want different formatting on diffiferent sheets you need to
use styles, e.g., page styles.

However, you are in wrong place here. This is a bug tracking system and not a
