I think what's happened here is that HADOOP-14432 contains an assumption "its a file" which turns out to be wrong: it doesn't handle directories.
Immediate patch: remove that subclass of copyFromLocal(); strip tests down. That's what I propose for 3.0-3.2 initially.
Longer term: if the source is a directory, kick off a recursive list and then submit the uploads.
To be more efficient: shuffle for less throttling, pick on largest files first. Which is what HADOOP-15364 demonstrated
