CTAKES-189: Implement OCR/Tika to standardize text input for cTAKES

Hi Sandeep,
Just an FYI:
A folder has been created in sandbox as a place holder for any code related to the OCR project:
https://svn.apache.org/repos/asf/ctakes/sandbox/ctakes-ocr

Feel free to attach any code to the Jira https://issues.apache.org/jira/browse/CTAKES-189 item if you like and we can help you make the svn commits.
