Bug in international character translation

Hi,

I have this name AngeloTâm Mạnh FortuneNguyễn and the non-ascii characters are mis-translated so the name for file purposes becomes angelotam-m-nh-fortunenguy-n

Three characters:

â should become a
ạ should become a
ễ should become e

Point me to the translation module and I'll see what I can do.
