 Joe, maven genapp now supports templates, so perhaps you should just create a template instead.  If the genapp plugin isn't flexible enough for what you want to do, file a bug report in [http://jira.codehaus.org/secure/BrowseProject.jspa?id=10334 jira] and I promise to take a look. :)

+The Maven commands for Struts are the following

+  maven war
+
+  maven dist
+

+These command seem only to build the JAR and WAR files for Struts inside the directory
