Make MTOM work for Aegis

While there is code that is intended to do MTOM in Aegis, it doesn't work.

Issues:

1) The code assumes that for DataHandler, MTOM will always happen, whether or not 'mtom is enabled'. Should it throw, or do something else, if MTOM is not enabled?

2) The code is broken. 

3) There is no way to control the mime type associated with a data handler.
