-dev has DEBUG logging for the same reason that DEBUG is on for javac

As Andreas was poiting out then one can configure it directly.
But again DEBUG makes only sense for developers (and not for all of them
;-),
but certainly not for a productive environment.

of users of 1.4 who are looking for errors and warnings instead a ton of
debug messages?

That would mean a "configuration for a configuration" ...
IMO that's too much configurability :)
