[SPEC] XML Enhancements.

I have filed DERBY-688 for some enhancements that I would like to make to 
Derby's current XML support.  I attached a document describing my intended 
changes to the issue here: http://issues.apache.org/jira/browse/DERBY-688

If anyone has time and interest enough to look at that document and provide any 
feedback, that'd be great.
