I believe I'm seeing the same issue, however mine only occurs on the initial run just after app installation.  The second run works just fine.  I'm still investigating if it could be due to something else like the device ready event not firing, etc.

iOS 9.1
Using phonegap build
Cordova iOS 4.0.1
Plugin version 3.2.2
