No ReLoad on Tomcat 4.1.18

anybody

how do you set tomcat 4.1.18 such that when .java is compiled under WEB-INF
you don't have to shut down and startup again in W2K server

tomcat 4.0.1 seems to do this well without shutdown and startup

how to configure 4.1.18 to detect changes in <%@ include file =
"somefile.jsp" %> ?
