new CVS module: apache-apr

We've set up a separate CVS module, "apache-apr".  "apr" stands for "Apache
Portable Runtime", which is something a number of us have been discussing
we create to act as a portability layer over threading, system calls, etc.,
so that we can better abstract the OS-specific functionality we need.
Putting it into its own CVS module was done for two reasons: one, we hope
other related projects (or even unrelated projects) could use this and
benefit from it, and two, the current "apache-2.0" module currently uses
another runtime layer we didn't want to cause confusion with.

Expect to see some commits to there over the next few days; discussions
about the APR project & the code in the tree should still continue here, at
least until we decide it's worth splitting into its own list for
traffic/subscribership reasons.
