Attached patch fixes Scrubber to read/scrub Descriptor versions ic and ja. 

I tested by hand using tables created from both 1.2.6 and 2.0, and was able to successfully scrub both. It'll take a day or two to sort out the test (revive ScrubTest and get some relevant test sstables in place), but the core work that we'll need in 2.0 is in this patch.
