   The proposed solution will help for the case of #16926. Do you want to work on it?
   
   Using `F.contrib.cond` could (need to confirm with @junrushao1994 ) currently make your model run slower as certain optimizations taken by MXNet are currently not supported with dynamic control flow in the computational graph. 
   
   Detecting "unsupported" usage for hybridization is non-trivial / may require restrictions on the programming model, but would improve the user-experience.
