[PR] [flink] Recover coordinator commit without intended failover [paimon]

ifndef-SleePy opened a new pull request, #8970:
URL: https://github.com/apache/paimon/pull/8970

   ### Purpose

   This is a follow-up of https://github.com/apache/paimon/issues/8220.

While working on later coordinator commit follow-up PRs, I found that append table recovery no longer needs an intentional job restart to preserve consistency. See https://github.com/apache/paimon/pull/5746.

The coordinator commit path only applies to unaware-bucket append tables, so the same recovery model also applies here.

This PR removes the artificial restart from the coordinator commit recovery path. This is useful for later coordinator commit follow-up PRs because restore/savepoint/failover tests no longer need to handle an intentional global failover.

   ### Changes

   - Remove the `failoverAfterRecovery` switch from `CommittingWriteOperatorCoordinator` and its provider wiring.
   - Change coordinator recovery to re-commit restored committables and keep running.
   - Remove the abandon-recovered-committables recovery branch.
   - Update recovery tests to assert that the coordinator reaches `RUNNING` without intentional job failover.

   ### Tests

   - `CommittingWriteOperatorCoordinatorTest`
