[VOTE][.NET] Release Apache Arrow .NET 22.0.0 RC0
Hi,
I would like to propose the following release candidate (RC0) of
Apache Arrow .NET version 22.0.0.
This release candidate is based on commit:
710f6e47bd20c5a0dca471a27d67c2fff65d581c [1]
The source release rc0 is hosted at [2].
Please download, verify checksums and signatures, run the unit tests,
and vote on the release. See [3] for how to validate a release candidate.
The vote will be open for at least 72 hours.

I ran:
dev/release/verify_rc.sh 22.0.0 0
on Fedora 42 x64 with .NET SDK 9.0.109.
I also had to set OPENSSL_ENABLE_SHA1_SIGNATURES=1 for assembly signing to
work.

Tested manually on Windows 11 (10.0.26100) amd64 under dotnet 9.0.302
by running dotnet build and dotnet test on the RC source.
