   The issue here is basically whether copy config should copy the actual config or the effective config. It currently copies the effective config, since there's no good way to view the actual config. In 2.1, with the way we've changed how properties work, it might be easier to resolve just the actual config and bypass the effective config... but I think if we change that behavior, it should be done with a new API, rather than break the existing API.
