Trouble with http in the URL twice?

Has anyone experienced issues with Http in the URL twice.

We are getting URL requests of

http://www.company.com/boots/hiking_boot?param1=10&param2=banner&param3=HOLI
DAY%3C
http://www.company.com/boots/hiking_boot?param1=10&param2=banner&param3=HOLI
DAY 

 

Does anyone know if this would cause some kind of loop?

Would the second Http be processed at all ?
