   ## Description
   Fixed `DrillScanRel` cost to prefer scan with the pushed project columns and removed a hack of adding a dynamic star to columns for the case of creating `DrillScanRel` using scan rule, so dependency on rules order is removed.
   This change exposed another bug in httpd plugin, for some cases, it was dependent on the presence of a dynamic star, though a specific column was selected, fixed this issue here also.

   All unit tests pass.
