Shane Curcuru resolved WHIMSY-36.
---------------------------------
    Resolution: Implemented

Since the listed file is no longer in whimsy, this doesn't seem relevant. Plus, the officers/acreq.cgi tool seems to be using the right data now.

> icla.rb / public_icla_info.rb should handle entries with no ICLA
> ----------------------------------------------------------------
>
>                 Key: WHIMSY-36
>                 URL: https://issues.apache.org/jira/browse/WHIMSY-36
>             Project: Whimsy
>          Issue Type: Bug

>
> The script submit-account-request.rb looks for
> {code}
> /^notinavail:.*?:(.*?):(.*?):Signed CLA/
> {code}
> when providing suggestions for new accounts
> The icla processing scripts should behave in a similar way when extracting info from the file. The output JSON file should distinguish which entries have a valid ICLA for both committers and non-committers. This will mean changes to the file syntax.
