Axis1.3 performance

When comparing our application servers that uses axis
1.1 and those that uses axis 1.3 with large volumn of
soap calls, we notice a significant performance
degradation (5 to 10%) on boxes using axis 1.3. 

Also noticed is that execution of AxisServlet.init()
increases memory footprint by 8M using 1.3.

Anyone experience the similar issue?
