[NOTICE] Adding Shaofeng Li to PPMC for Apache Livy Podling

Hi IPMC -

Shaofeng Li has expressed interest in joining the revived PPMC for the Livy
Podling.
I will be adding them as requested and this service as notice of our doing
so.
