DOMUtil class

In the June XML-SOAP binary download release, DOMUtil class is in
org.apache.soap.util package, but in the lastest source code from
xml.apache.org:/home/cvspublic, the class in org.apache.soap.util.xml
package. 
Is this class going to move to org.apache.soap.util.xml ?  XML-SOAP project
in general, when there is a discrepancy between the source and the binary
release, does the source have the final say?

Any version that's publicly distributed is always the "old" version
compared to the current CVS tree. So, the CVS tree always represents
the (current idea of the) future organization.

The short answer is, yes.
