      Options options = new Options();
        options.setTo(targetEPR);

        ServiceClient sender = new ServiceClient();
        sender.setOptions(options);

I dont see options.setProperty(INCLUDE_OPTIONAL_HEADERS, Boolean.FALSE); 
 in EchoBlockingWsaBasedClient sample client ?

which version Axis are you implementing?

how did you engage the addressing module?
