Publish the migrator module and run its H2 tests in CI

Motivation:
The `pekko-persistence-jdbc-migrator` module has `publish / skip := true`,
so users on the legacy pre-5.0.0 schema have no released artifact to
migrate with. Legacy schema support is removed in 2.0.0, so 1.4.x needs
to ship the migrator. The module's H2 integration tests were also never
run: the H2 workflow runs `migrator/test`, which has no tests, while the
H2 test classes live in `migrator-integration-test`.

Modification:
- Remove `publish / skip` from the migrator project and enable the
  reproducible builds plugin on it, as on the core module. MiMa stays
  disabled until a release that includes the module exists.
- Move logback-classic to test scope so the published POM does not force
  a logging backend on users; the module only uses the slf4j API.
- Run the H2 migrator integration tests in the H2 workflow.
- Document the migrator artifact and how to run a migration in the
  migration guide, and add 1.4 release notes.

Result:
`+publishSigned` stages a `pekko-persistence-jdbc-migrator` artifact, the
migration guide tells users how to use it, and the H2 migrator tests run
on every build.

Tests:
- sbt migrator/publishLocal (POM has core, config and slick as compile dependencies; logback and JDBC drivers are test scope)
- sbt "migratorIntegration/testOnly org.apache.pekko.persistence.jdbc.migrator.H2*" (4 passed)
- sbt docs/paradox
- scalafmt --mode diff-ref=upstream/1.4.x; git diff --check
- Not run locally: migrator integration tests against Postgres/MySQL/MariaDB/Oracle/SQL Server (no local database); the existing database workflows already run them
