`--with-swig' option for configure script.

Hello users,

  May be it is possible to disable building of python bindings even if
  here is python, when I ask `--with-swig=yes' of perl bindings and
  vice versa?

  It will be VERY useful for FreeBSD's port system to have two
  independent knobs for perl & python. Now they can be turned on or
  turned off only together (with `--with-swig' option) and results
  depends on system environment (is here python or not, is here perl
  or not), but not on real user's needs!
