Release Archiva 1.0-beta-4

Hi Everyone,

I'll be releasing Archiva 1.0-beta-4 in 3 hours in preparation for 1.0.That'll
be around 1:45PM my time. If there are any objections to this, please say so
immediately :-)

Stage the release ...
Prepare the vote ...

... Lets see if we can get this released before ApacheCon US starts on 
Monday.
